Congressman Allen West was the featured speaker at the 2011 Regan Day Dinner held on September 24 in San Tan Valley.  The event was organized by the Pinal County Republican Committee. Congressman West stopped to shake hands with Arizona State Representative Frank Pratt during the social hour. Both gentlemen are avid Scuba divers and they briefly visited about their favorite dive spots in Florida. West is a PADI Master Diver while Pratt is a PADI Certified Diving Instructor.

District Update

DISTRICT UPDATE: Work doesn’t stop when we are out of session. I have been working hard on preparing for the upcoming Legislative session by meeting with constituents in the district and across the state and attending many educational meetings on issues that will be encountered next session.
As Chairman of the Arizona Legislative Committee on Energy and Natural Resources, I was nominated and accepted to the Energy Horizon Institute held in July in Portland Oregon. The classes were designed to bring us up to date on national energy issues. Most of the other 50 attendees were likewise chairs of their state legislative energy committees. I was Arizona’s only participant and was glad to attend as the meetings were extremely educational and a worthy use of time.
Early August many of Arizona’s legislators attended the annual conference for the American Legislative Exchange Council, ALEC in New Orleans. I attended as a member of the Energy Task Force and learned about model energy legislation that will be introduced around the states.
The rest of August was occupied with issues involving mining, tourism and energy. As a member of the Arizona Rural Caucus, I joined a meeting with the Governor to discuss rural issues.
As a member of the Arizona Homeland Security Committee, I was able to have a personal meeting with the State Director to receive an update.
I had the pleasure of guest lecturing for a class at Central Arizona College; serving on the panel at an educational forum with the PAChyderms; addressing the Maricopa Republican Club; and speaking at a Meet and Greet at the home of Andy and Nancy Lockridge in Maricopa.
Last week I made a daytrip to Northern Arizona to meet with Arizona State Parks and Forest Service officials and private operators of the parks to discuss issues with privatization. Later that same week I met with Capital Power Corporation regarding a solar/gas project in Arizona.
The League of Arizona Cities and Towns was kind enough to honor me with a 2011 award for being a Friend of the Cities and Towns. This is the third year in a row that I have received this award. The Arizona Family Project was also kind enough to recognize me with a 2011 Friend of the Family Award. I thank both organizations for their recognition.
There are two important education bills that I am in the process of writing that will be introduced in the 2012 Legislative Session.
During September we must take the time on 9-11 to remember those who died and the brave men and women who ran into harm’s way to save lives. “We will never forget.”

Congressman Paul Gosar met with constituents in a Town Hall in Florence on Thursday, June 9 at the Florence High School Auditorium. The event was originally scheduled to be held at the General Store but unfortunately that historic landmark burned to the ground 10 days earlier.

Northern Arizona Representatives Brenda Barton, Chester Crandall, Senator Sylvia Allen and the House Energy and Natural Resources Committee Chairman Frank Pratt have reached out to the Arizona State Parks and State Land Department to facilitate the potential relocation of livestock in the event of evacuation requirements due to the Wallow Fire.

“We’re trying to do our part to help ranchers with their livestock,” Representative Brenda Barton said. “This move will help them to get a hold of water for their animals while these brave firefighters work to bring an end to the fire.”

State Parks and the State Land Department responded immediately to make the approximately 1,000 acres of Lyman Lake available to Northern Arizona ranchers for this relocation.

“I’m praying for the safety of our firefighters and citizens who are in the path of this catastrophic fire,” Senator Allen said. “Opening Lyman Lake is one thing that the state can do to help with livestock evacuation.”

It was a somber day as much of the event memorialized the individuals killed or hurt in Tucson on Saturday, January 8.

Our thoughts and prayers are with the families involved.  We hope that Congresswoman Giffords has a speedy and complete recovery.

Frank was honored to be able to open the Arizona House of Representatives Swearing In Ceremony. Frank is headed back to work tomorrow, January 11, for the first session of the 50th Arizona Legislature.

Monday, January 3, 2011.  Frank Pratt attended the inaugural ceremonies for Governor Jan Brewer and state elected officials.  Frank also had the opportunity to meet his much-admired former President of the Senate Stan Turley.  Later in the afternoon he went to his office to review mail and correspondence.  This was Frank's first public appearance since the Christmas Day incident where he was beaten unconscious and left tied up at his business.  Frank is anxious to start the legislative session next week.

Frank has shown marked improvement today and it appears that he may be able to go out next week.  He got caught up on all the newspapers and is checking his computer for email from the Capitol. 

The news crews have finally retreated.  Bryan sat with Frank while I had time to run to the store and get new pajamas.  The news clips have us looking terrible with Frank in old raggy PJ's and me with no makeup, but you know, all that is so trivial.  What is important is that he is going to fully recover and that is the best Christmas present of all.

Again, thank you for the tremendous outpouring of affection via email, cards, telephone and plants/flowers.  We are touched and greatly appreciate your thoughtfulness.

Update on Frank Pratt's recovery since the Christmas afternoon attack

Thanks to all of you for their kind words. Frank has received literally hundreds of emails and telephone calls.  Please do not feel obligated to send flowers or gifts, your wonderful wishes and prayers are enough! 

I would like to apologize for not coming earlier to the website to post an update, but as you might imagine, I have spent a lot of time at the hospital in Phoenix with Frank. 

St. Joseph's Hospital was great and so were (are) the Casa Grande Police and EMTs.  Thank you great professionals for helping my husband in his time of need.



Posted above is a picture of Frank that I snapped Christmas morning before the family came over for breakfast and about 8 hours before the incident.  Frank is reading the paper at the new table that he built incorporating a piece of Italian marble handed down to me by my grandmother.  Like many of you, our front room was a "formal living room" or a "shrine" that was seldom used.  We think it has more utility as his home office.  Now when Frank speaks with you from home you will  know where he is seated.  (What does this have to do with Frank's recovery?  Well, I want to remind everyone that this is what Frank will look like after he heals up.)

Frank came home from St. Joe's this afternoon. Unless something shows up later there are no major internal problems.  His ribs are very tender, he has two black eyes, a broken nose, a lip that had to stitched up in several places and big blocks of bruising all over his face.  The beating left a scary appearance which will fade with time. Frank is making great improvements daily and wants to meet his appointments as soon as possible.  He may feel well enough to be able to make calls tomorrow. 

Please forgive me if I am a bit slow on the email responses for the next couple of days as I will have to play nurse for awhile and can't Blackberry all day.  Once more, Frank (and I) want you to know how honored and touched we are for your outpouring of love and support.

State Representative Frank Pratt was endorsed by the NRA but the other two legislators endorsed from LD23 were not Republicans.  Why would the NRA choose Frank but not John or Steve? 

Some may be puzzled by the NRA endorsements for 2010. We can all be sure, however, that all our Republican LD23 candidates - John Fillmore, Steve Smith and Frank Pratt - fervently support the 2nd Amendment. This article may shed some light.

State Representative Frank Pratt will be riding in the Eloy Fiestas Patrias Parade on Saturday, September 18 in Eloy, Arizona.  The parade starts at 9:00 a.m.  "Eloy has a wonderful, rich culture and is strategically positioned at the intersection of I-10 and I-8 in Arizona.  We should expect to see Eloy capturing many new businesses to our State in the future.  I was glad I could be of assistance when Santa Cruz Union High School needed help with a legislative matter and I look forward to seeing you at the festival tomorrow."

Lawmaker praised for his 100 percent, pro-small business voting record

PHOENIX, Ariz., July 7, 2010 – The political action committee of Arizona’s leading small business association today announced its endorsement of State Rep. Frank Pratt for re-election to his Legislative District 23 seat in the Arizona House of Representatives.

“Representative Pratt has a fundamental appreciation of the fact that small businesses are not smaller versions of big businesses, but instead have distinctively different difficulties in remaining solvent,” said Farrell Quinlan, NFIB/Arizona state director, who listed taxes (more than 80 percent of small business owners are single filers, meaning personal, not corporate, tax rates matter more to them), healthcare (less than half of small business owners in America can afford it), and regulations (small business owners pay almost twice as much to comply with the same regulation as big businesses do) as the three biggest differences.

“Every legislator claims to be a friend of small business, but when it comes time to vote on issues vital to Main Street, mom-and-pop enterprises, Frank Pratt has been a man of his word time and time again. We are honored to have him as an ally and thank him for his perfect 100-percent, pro-small business record in the last session of the Legislature.”

Endorsements of incumbents were based on 15 votes taken during the 2009-2010 Regular Session of the Arizona Legislature that NFIB supported or opposed. NFIB/Arizona represents 7,500 member businesses.

The political clout of small business is more influential than most people know:

In April, the Pew Research Center released a study on the negative and positive views people hold on various American institutions. Small business came out first, 39 percentage points higher than labor unions, 46 points higher than large corporations, and 49 points higher than banks and financial institutions.

Small business owners comprise 15 percent of all registered voters in the U.S., by comparison union voters make up 11.9 percent. When small business employees are added, the small business voting bloc swells to 43 percent.

The most common public affairs and political activities in which small employers engage, according to the NFIB Research Foundation, include initiating discussions with employees regarding the impact of a policy issue on the firm.

Voters prefer candidates supported by small business by a margin of 3 to 1 over those supported by organized labor, according to the Winston Group.

Casa Grande Dispatch Story 8/31/10: "Cities face private competition on commercial waste accounts"

On August 31, 2010 the Casa Grande Dispatch had a front page article on how Casa Grande hopes that the new state law (HB2604) doesn’t cause financial problems for the city. The story cites me as a co-sponsor of the bill - that is correct.


The bill was one if a number of bills introduced to increase competition and reduce prices to business and consumers. The bill was first read in the House on 1/28/10 and was passed third read 52-8 on 3/3/10. It was first read in the Senate on 3/4/10, third read on 3/8/10, and passed 28-0. There was no controversy over this bill because it simply made smaller cities follow the same rules as larger cities.

I hope this clears up any confusion on the bill.

For the record, the Casa Grande Dispatch never contacted me for comment on this bill.
